欧美同学会企业家联谊会大湾区筹备委员会在深圳召开第二次工作会议

The 2^nd Working Conference of WRSA Entrepreneur Alliance Greater Bay Area Preparatory Committee Held in Shenzhen

2019年10月18日，欧美同学会企业家联谊会大湾区筹备委员会第二次工作会议在深圳五洲宾馆召开。

The 2^nd Working Conference of WRSA Entrepreneur Alliance Greater Bay Area Preparatory Committee was held at Shenzhen Wuzhou Guest House in Shenzhen on October 18^th,2019.

欧美同学会企业家联谊会会长徐昌东，欧美同学会企业家联谊会副会长、大湾区筹备委员会主席陈晴，欧美同学会企业家联谊会常务副秘书长张蓉杰，欧美同学会企业家联谊会青年委员会名誉会长徐邦，邯郸市政协副主席、冀南新区党工委副书记、管委会主任白钢，太古(中国)有限公司主席朱国梁、美中能源集团总裁曹国军，香港协成行发展有限公司董事总经理方文雄、大湾区投资发展有限公司执行董事曾志龙、凤凰卫视中文台副台长黄海波，中国健康产业投资基金管理股份有限公司执行总裁黄宾，粤港澳大湾区国际能源交易中心有限公司董事长龚家龙以及来自经济、金融、航空、能源、农业、地产、医药、科技、教育、传媒、社工等各行各界的精英翘楚约60人出席会议。

About 60 participants from fields of economy, finance, aviation, energy, agriculture, real property, medicine, technology, education, media and social workers attended the event, including  President of the Western Returned Scholars Association Entrepreneur Alliance Xu Changdong, Vice-president of the Western Returned Scholars Association Entrepreneur Alliance and Chairman of Greater Bay Area Preparatory Committee Judy Chen, Standing Deputy Secretary of the Western Returned Scholars Association Entrepreneur Alliance Zhang Rongjie， Honorary Chairman of the Western Returned Scholars Association Entrepreneur Alliance Youth Committee Paul Xu, and Vice-chairman of the CPPCC Handan City Committee, Deputy Secretary of  CPC Southern Hebei New Area Working Committee and Director of Southern Hebei New Area Administration Commission Bai Gang. Other attendees included Chairman of John Swire & Sons (China) Ltd Ivan Chu, President of US-China Energy Group Cao Guojun, Executive General Manager of Hong Kong Hip Shing Hong (Holdings) Company Limited David Fong Man Hung, Executive Director of Greater Bay Investment Development Company Zeng Zhilong, Deputy Director of Phoenix Chinese Channel Huang Haibo, CEO of China Health Industry Investment Fund Management Co., Ltd.    今年2月，自国家《粤港澳大湾区发展规划纲要》正式发布以来，粤港澳大湾区进入世界人们的视野。新时代，粤港澳大湾区将成为我国参与国际竞争的重要战略区域。为了进一步落实习近平总书记在百年庆典对欧美同学会的殷切期望的重要讲话：“面对新形势新任务，欧美同学会·中国留学人员联谊会要发挥群众性、高知性、统战性的特点和优势，立足国内、开拓海外，努力成为留学报国的人才库、建言献策的智囊团、开展民间外交的生力军，成为党联系广大留学人员的桥梁纽带、党和政府做好留学人员工作的助手、广大留学人员之家，把广大留学人员紧密团结在党的周围。要关心留学人员工作、学习、生活，反映愿望诉求，维护合法权益，不断增强吸引力和凝聚力”。欧美同学会企业家联谊会在今年4月成立了大湾区筹备委员会。在目前香港正面临暴动的严峻形势下，希望能使香港更多的爱党、爱国人士精英加入到粤港澳大湾区的建设中来，为粤港澳大湾区发展、国家发展献策献力。

Since The Development Plan for Guangdong-Hong Kong-Macao Greater Bay Area launched in February, Guangdong-Hong Kong-Macao Greater Bay Area has entered the stage of the world. In the new era, it will become the important strategic area for China to participate in the international competition. In order to implement the important speech made by Mr. Xi Jinping during the 100th anniversary celebration of the establishment of the Western Returned Scholars Association that facing the new trend and new era, the Western Returned Scholars Association(WRSA) base on domestic and overseas development should give full play to its mass participation, high-level intellectuals and united front aspect, turn itself into a talent pool in the service of the country, a think tank of good ideas and proposals and a vital force in people-to-people diplomacy, become the bridge of  the scholars overseas, assistant and home to the Party and government’s work for students overseas, closely unite the overseas students around the Party.  The Western Returned Scholars Association should pay attention to jobs, study and life of the overseas students, reflect their needs, and safeguard their legal interests to increase attractiveness and cohesiveness. The Western Returned Scholars Association Entrepreneur Alliance set up the Greater Bay Area Preparatory Committee in April. Under the tough situation of riots in Hong Kong, the committee aims to attract more people who adore the Party and China to join the cause of building the Guangdong-Hong Kong-Macau Greater Bay Area and make contributions to the development of the Greater Bay Area and our country.

本次工作会议上，徐昌东会长发表重要讲话。他表示，目前粤港澳大湾区是我国经济发展活跃的重要区域，得到了全球的密切关注。它是世界上最大的湾区，国家对其也倾注了大量精力，未来发展前景巨大。希望大湾区委员会今后能在欧美同学会总会的领导下，抓住深圳作为大湾区标杆城市的优势，关注国家发展方向，在大健康产业、航空产业、能源产业以及食用油等产业作为未来发展方向。配合国家发展战略，推动大湾区发展。

During the conference, Mr. Xu Changdong delivered the important speech. He expressed that Guangdong-Hong Kong-Macao Greater Bay Area is an area full of the economic development vigor, gaining the close attention closely. It is the biggest bay area and the central government attaches great importance to it, making it the most potential part.  He hoped that he Greater Bay Area Preparatory Committee under the WRSA leadership can grasp the opportunity that Shenzhen acts as the benchmark city of the Area, focus on the development of the country and take the healthcare, aviation, energy and edible oil as the direction of the future development in line with the national development strategy, promoting the development of the Greater Bay Area.

   欧美同学会企业家联谊会大湾区筹备委员会主席陈晴表示，本次会议明确了大湾区委员会在新一年的工作方向。未来将成立四大湾区的交流互动平台、建立国际湾区智库，通过大湾区在国家战略中的特殊地位，集合各家所长，共同对大湾区及我国的发展做出贡献。

Chairwoman of the WRSA Entrepreneur Alliance Greater Bay Area Preparatory Committee, Ms. Judy Chen indicated that the conference confirmed the working direction in the following New Year. The Committee will build up the exchange platform between the four bay areas around the world, and launch the international bay area think tank, jointly making contributions to the development of our country and the Greater Bay Area by combining the best of all parties through the special position the Greater Bay Area has empowered in the national strategy.

太古(中国)有限公司主席朱国梁、香港协成行发展有限公司董事总经理方文雄、大湾区投资发展有限公司执行董事曾志龙、凤凰卫视中文台副台长黄海波等来自两岸三地的与会成员分别对大湾区的发展表达了自己的看法和见解，并围绕大湾区在通用航空、大健康、能源、菜籽油、医药科技等领域发展方面进行了深入的探讨和交流。

Ivan Chu，Chairman of John Swire & Sons (China) Ltd, and David Fong Man Hung, Executive General Manager of Hong Kong Hip Shing Hong (Holdings) Company Limited,  Zeng Zhilong ,Executive Director of Greater Bay Investment Development Company, Huang Haibo, Deputy Director of Phoenix Chinese Channel from the Mainland, Taiwan and Hong Kong shared their views on the development of the Greater Bay Area, and discussed and exchanges ideas in depth in terms of the general aviation, healthcare, energy, canola oil, and pharmaceutical technology.

邯郸市政协副主席、冀南新区党工委副书记、管委会主任白钢在会谈中表示：我国通用航空前景光明。邯郸市作为通用航空的摇篮，正以直升机制造为支点，航空货运为主业，打造集飞机制造、维修、培训等为一体的综合飞机货运中心，辐射区域涵盖整个京津冀及中原经济区。希望未来能将邯郸区位资源优势与大湾区人才优势相结合，在京津冀、雄安协同发展的背景下，以邯郸作为大湾区通航产业发展整体布局的突破口、试验点，助力大湾区通用航空产业的发展。

Bai Gang, Vice-chairman of the CPPCC Handan City Committee, Deputy Secretary of CPC Southern Hebei New Area Working Committee and Director of Southern Hebei New Area Administration Commission, said the general aviation has a bright future in China. As the cradle of the general aviation, Handan, taking the helicopter manufacturing as its pivot and air transportation as its main industry, is striving to create an comprehensive air freight center integrating the airplane manufacturing, maintenance, and training and education. It will cover the whole Beijing-Tianjin-Hebei area and central economic part of China. He expressed his hope to combine the advantage of Handan’s regional resources and the advantage of the talent resources in the Greater Bay Area under the background of coordinated development of Beijing- Tianjin- Hebei and Xiong'an to boost the development of the general aviation in the Greater Bay Area by taking Handan as the breakthrough and test point of the overall layout of the general aviation industry.

中国健康产业投资基金管理股份有限公司执行总裁黄宾在会议中指出：中国健康产业投资基金是我国唯一的国家级大健康产业投资基金，目的是诠释清楚大健康的概念、推动地方大健康项目落地和发展。公司经过多年布局，现已形成完整的健康养老产业服务体系，既能满足人们的养老需求又能实现资本增值。公司愿意以国家级医药产业和科技作为支撑，在大湾区发起成立国家级生物医药产业基金，助力大湾区生物医药产业发展。

Huang Bin ,CEO of China Health Industry Investment Fund Management Co., Ltd. , pointed out that China Health Industry Investment Fund, which aims to  interpret the concept of the healthcare and promote the development of the relevant local programs, is the only national level fund relating to the healthcare industry. After years of distributions, our company has possessed the complete health and elderly services industry system, not only meeting the demand of the ageing population's future needs but also realizing the capital growth. Our company would like to take the medical industry at the national level and technology as pivot and set up the national fund in an effort to help the development of the biomedicine industry in Greater Bay Area.

粤港澳大湾区国际能源交易中心有限公司董事长龚家龙在会议中提到：我国是世界上最大的天然气和原油进口国，但没有交易中心，没有定价权，应充分利用香港及大湾区在国际上的区位优势，建立大湾区国际能源交易中心。同时，他提出将重启“中国长江流域油菜产业经济带战略”，充分利用沿长江流域的冬季闲置的水稻地种植冬油菜，生产菜籽油，即可以减少对“美国大豆”进口的依赖，又可提升土地资源利用率，实现农业增产增效；其次，要努力为长江流域的4000万农民提供增收新渠道，进一步完成“精准脱贫”任务。

Gong Jialong, Chairman of GM&H International Energy Transaction Center Company, was quoted as saying that China is the biggest importer of gas and crude oil without transaction center as well as pricing power. The Greater Bay Area and Hong Kong with the advantage of the regional resources should establish the GM&H international energy transaction center. At the same time, he put up with restarting China Yangtze River Basin Rapeseed Industry Economic Zone Strategy. It will fully utilize the set-aside rice fields located at the Yangtze River Basin in winter to plant the winter rape whose seeds can be processed into rapeseed oil, which not only reduce the independency on the import of the American soys, but also enhance the utilization of the land resources and increase yield and efficiency.  Moreover, it will provide 40 million farmers living along the Yangtze River a new way of increasing their income, helping achieve the goal of the targeted poverty alleviation.

 美中能源集团总裁曹国军先生在会议中向与会人员介绍了美中能源集团在全球能源贸易、LNG无码头应急接收、可移动分布式体系等方面的资源及优势，希望通过引进国外先进技术与国内科研成果相结合，打破LNG接收储运的瓶颈，助力我国清洁能源领域在大湾区发展。

Cao Guojun, President of US-China Energy Group, introduced company’s resources and advantages in terms of   global  energy  trade, LNG UTS Jettyless Transfer System and mobile distribution system. H e hoped to import the foreign advanced technology and combine it with the domestic achievements in scientific research to break the neck bottle of LNG receiving, transfer and reservation, further helping the development of the clean energy in the Greater Bay Area.

会后徐昌东会长举办招待晚宴，香港特区非官守议员叶刘淑仪专程从香港赶到晚宴现场，并在晚宴中表达了自己对此次会议的及粤港澳大湾区未来发展的畅想，并期望欧美同学会企业家联谊会大湾区委员会能在香港、大湾区未来发展建设中发挥自身优势，贡献力量。

Mr. Xu Changdong held a banquet dinner after the conference. Regina Ip Lau Suk-yee, unofficial member of the Executive Council of Hong Kong, made an appearance at the dinner and shared her thoughts on the development of the Guangzhou-Hong Kong-Macau Greater Bay Area in the future. She expected that WRSA Entrepreneur Alliance Greater Bay Area Committee could give full play to its advantages and make contributions for the further development of the Guangzhou-Hong Kong-Macau Greater Bay Area.
